CA Services Qld is regularly engaged by Principals to perform the role of Superintendent’s Representative, undertaking key contract administration functions in accordance with standard forms of contract such as AS2124 and AS4300.
The Superintendent and Superintendent’s Representative perform an important function in administering the contract between the Principal and Contractor, ensuring that the contract is implemented fairly, consistently and in accordance with its terms.
A key aspect of the role is maintaining an appropriate balance between protecting the Principal’s contractual position while acting fairly and reasonably when assessing matters such as progress claims, variations and extensions of time.
Our team understands the distinction between Project Management and Contract Administration, ensuring that contractual processes are administered correctly and consistently throughout the project lifecycle.
We provide structured and transparent administration of construction contracts, supporting Principals in maintaining appropriate governance and contractual discipline during the construction phase.
Typical Superintendent’s Representative Duties Include:
Contract Administration
- Administration of the construction contract in accordance with the General Conditions of Contract
- Acting as the Principal’s representative for day-to-day contract matters
- Ensuring contractual processes are followed consistently and correctly
- Maintaining clear and accurate contract records
Variations Administration
- Review and assessment of variation claims
- Determination of entitlement in accordance with contract provisions
- Coordination of consultant inputs relating to scope changes
- Monitoring impact of variations on project budget
Quality & Compliance Oversight
- Monitoring compliance with project specifications and standards
- Coordination of defect identification and rectification processes
- Review of quality assurance documentation
- Coordination of inspections and consultant certifications
Practical Completion & Close-Out
- Assessment of practical completion requirements
- Coordination of defect lists and rectification processes
- Review of warranties, manuals and as-constructed documentation
- Administration of final completion processes
Progress Claims & Payment Certification
- Assessment of contractor progress claims
- Preparation of payment schedules and recommendations
- Valuation of work completed in accordance with contract requirements
- Assessment of unfixed materials where applicable
Extensions of Time (EOT) Assessment
- Assessment of delay claims in accordance with contract requirements
- Review of contractor notices and supporting documentation
- Determination of entitlement to extensions of time
- Monitoring impacts on programme and project milestones
Contractual Communication
- Issuing directions and instructions under the contract where required
- Maintaining structured and transparent contract correspondence
- Ensuring contractual notices are issued within required timeframes
